I'd say the biggest problem for fans wanting to go into the infield at Dover was that they didn't let them in until race day.  Also, the area for fans got smaller and smaller with all the massive motorcoaches for the truck, Busch and Cup drivers and the addition of the new garages over the years.  Plus, from personal experience, the ability to even get a car NEAR the track had become nearly impossible over the last 8 or so years.  Used to be, you could drive right up and park near the track when I first went to Dover back in 1990.  Little by little after about 96, they used the car parking for "hospitality" areas for sponsors and so fans couldn't even get their cars near the track on race day.  Lastly, was building that "monster" monstrosity in the concession area.  So, how exactly were the fans going to get their cars even "staged" to get into the infield on raceday?  Dover is anything but "fan friendly" for regular fans these days.  That's one reason we stopped going there.  If you're with a corporate sponsor or want to park miles away and take a shuttle, or are camping (like we did), then you could get there, otherwise it had turned into a major challenge.
